JATIMTIMES – DPRD Provinsi Jawa Timur (Jatim) melalui Panitia Khusus (Pansus) Laporan Keterangan Pertanggungjawaban (LKPJ) Gubernur melayangkan evaluasi kritis terhadap kinerja Organisasi Perangkat Daerah (OPD) di lingkungan Pemprov Jatim.
Meski capaian administratif di atas kertas rata-rata telah memenuhi target, program-program tersebut dinilai belum memberikan dampak signifikan terhadap penurunan angka kemiskinan di Jatim. Sorotan tersebut mencuat dalam rapat kerja pembahasan LKPJ Gubernur Jatim.

Anggota Pansus LKPJ DPRD Jatim, Dewanti Rumpoko, mengungkapkan adanya jurang pemisah antara suksesnya laporan serapan anggaran dengan realitas kesejahteraan di lapangan.
“Secara laporan administrasi hampir semua memenuhi target. Tapi tujuan akhirnya untuk menurunkan kemiskinan belum terlihat signifikan dibanding anggaran yang digunakan,” ujar Dewanti Rumpoko, dikonfirmasi Kamis (16/4/2026).
Dewanti menilai bahwa perencanaan program di setiap OPD perlu dilakukan secara lebih komprehensif dan visioner. Indikator utama kesuksesan pemerintah daerah seharusnya diukur melalui perbaikan nyata pada angka pengangguran dan pertumbuhan ekonomi yang inklusif, bukan sekadar ketuntasan dokumen laporan.
Politisi PDI Perjuangan ini juga menyoroti masih besarnya Sisa Lebih Pembiayaan Anggaran (SiLPA), khususnya pada pos belanja pegawai di sejumlah OPD. Tingginya SiLPA ini menjadi indikasi bahwa perencanaan dan penggunaan anggaran belum berjalan efektif serta belum sepenuhnya menyentuh kebutuhan dasar masyarakat.
“Perlu perencanaan yang lebih baik agar anggaran benar-benar dimanfaatkan untuk kepentingan masyarakat,” tegas mantan Wali Kota Batu tersebut.
Pansus menekankan bahwa serapan anggaran yang tinggi seharusnya berkorelasi linear dengan indeks kesejahteraan. Dewanti memperingatkan agar tidak terjadi fenomena penyerapan anggaran yang hanya mengejar kuantitas tanpa memperhatikan kualitas output.
Jika anggaran terserap hampir 100 persen namun angka kemiskinan masih stagnan, maka efisiensi program tersebut patut dipertanyakan.

Terkait hal ini, DPRD Jatim mendorong adanya reposisi fokus belanja daerah agar lebih banyak dialokasikan pada sektor-sektor produktif yang mampu menggerakkan ekonomi kerakyatan secara langsung.
Hambatan lain yang diidentifikasi oleh Pansus adalah ketidaksinkronan data antara pemerintah kabupaten/kota dengan data pemerintah pusat. Karut-marut data ini dinilai menjadi "batu sandungan" utama yang menghambat ketepatan sasaran penyaluran bantuan sosial maupun program pengentasan kemiskinan terpadu.
Dewanti mendesak Pemprov Jatim untuk melakukan perbaikan integrasi data secara serius agar setiap kebijakan yang diambil memiliki basis data yang kuat dan hasil yang terukur bagi rakyat Jatim.
“Ini harus menjadi perhatian agar program tepat sasaran dan memiliki output yang jelas,” pungkas Anggota Komisi D DPRD Jatim asal Dapil Malang Raya itu.
